Article 134 of UU LLAJ answers this directly: the order is fire engines, ambulances carrying the sick, accident-assistance vehicles, state officials, foreign state guests, funeral processions, then police-approved convoys. The order is the answer.

  3. Vehicles assisting at a traffic accident
  4. State leaders and state institution vehicles
  5. Foreign leaders and officials as guests of the state
  6. Funeral processions
  7. Convoys and vehicles for certain purposes per police consideration

The ranking follows harm. A fire that is spreading and a patient who is deteriorating cannot wait for protocol; protocol can wait for them.

What it means for a scheduled convoy

An approved convoy sits at position seven — last. If a fire engine or ambulance crosses the route, the convoy gives way, escort or not.

We say this in planning meetings because it changes expectations: an escorted movement is fast, not immune. Schedules that assume immunity break the first time real life crosses the road.
