The itinerary is the deal

Delegation programmes in Bali are rarely defeated by distance. Ngurah Rai to Nusa Dua is roughly 12 km. The difficulty is that the day is a chain: arrival at I Gusti Ngurah Rai International Airport, a land inspection in Tabanan or Gianyar, a notary appointment in Denpasar, a bank signing, then a reception inside the ITDC complex at Nusa Dua. Every venue has a party already seated. When one link slips, the rest of the chain absorbs it, and the last appointment of the day — usually the one that matters — is the one that gets shortened.

Counterparties read lateness. A principal who arrives after the notary, after the regent’s staff, or after the other side’s legal team has spent something before the conversation begins. That is the commercial case for a protocol convoy: not speed as a luxury, but the ability to hold a published time.

Where a delegation day actually breaks

In our experience the failure points are joins, not journeys:

• The airport release — bags, immigration formalities and the walk to the vehicle absorbing the buffer before the convoy has even formed.
• Split parties. The principal in one car, counsel and the technical adviser in another, arriving fifteen minutes apart at a venue where the meeting cannot start without both.
• Unfamiliar addresses. A notary’s office on a side street off Sunset Road, or a bank branch in Denpasar where the driver has never parked, costs more time than the drive itself.
• The late-afternoon window on the Ngurah Rai bypass and the approaches to the Mandara toll road, which in high season is unforgiving of loose scheduling.
• Return legs. Programmes are planned outbound and improvised homeward, which is why departure connections are the most common casualty.

Route survey, a single timing plan for all vehicles, and one liaison who holds the whole day removes most of this before any question of priority on the road arises.

What is police, and what is ours

Police Escort Bali is an escort-coordination and protocol desk operating within Juara Holding Group, an Indonesian group active in travel, transport and destination services since 2015. We are not a police unit and we do not employ police officers.

Law No. 22 of 2009 on Road Traffic and Road Transport sets out, at Article 134, the road users entitled to priority — fire services, ambulances carrying the sick, vehicles rendering assistance at an accident, vehicles of the leaders of Indonesian state institutions, foreign leaders and officials who are guests of the state, funeral processions, and at sub-paragraph (g), convoys and vehicles for particular interests according to the assessment of Indonesian National Police officers. A commercial delegation sits in that final category. It is a discretionary head, and it should be described as nothing else.

Article 135 provides that priority is exercised after permission is obtained from the police, with sirens and rotator lamps used according to the type of priority and the terms of the permit. Under Perkap No. 10 of 2012, escorting is carried out by specially assigned traffic-police personnel — Ditlantas at provincial level, Satlantas at district level, or PJR units. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, stated publicly that escorting is a public service available to citizens and visitors, that requests should be made in writing and in advance to the local police unit, and that it is not something to be arranged for money. Packages for a multi-venue day

Delegation programmes almost always fall to the full-day bundle. A one-way movement suits a single arrival or a single ceremony; three venues and a return connection do not fit inside it.

All packages include the official police motorcycle escort, a professional driver on vehicle packages, fuel and parking fees, coordination and route management, assistance for smooth traffic navigation, and priority road access where permitted by the authorities. Advance reservation is required and the service remains subject to police approval and availability. Additional charges may apply for extended hours or special route requests, and rates are subject to change without prior notice.

Be clear about what the figure represents. The escort itself is a police function. It is granted by the authority on assessment, after permission, and it is never automatic or guaranteed. Discretion as an operating standard

Family offices and listed-company delegations are usually more concerned with visibility than with speed. Our civilian vehicles are unmarked Alphard-class saloons with professional drivers. Our staff do not photograph principals, do not post movements, and do not repeat names, venues or counterparties outside the operating team. Manifests are held by one coordinator. If your programme requires a lower profile than an escorted convoy allows, say so at the briefing stage — sometimes the correct answer is a chauffeured vehicle without the escort layer, and we will tell you when that is the case.

Working with your security lead or local counsel

Where a corporate security manager, embassy protocol officer or Indonesian legal counsel is already engaged, we work to them rather than around them. What we need from your side is a passenger allocation by vehicle, venue addresses with an on-site contact, which timings are fixed and which are elastic, and any medical or accessibility requirement. Where a licensed private security undertaking is separately retained, note that private security escort is a distinct lawful category from police escort and the two are planned as separate elements, never conflated.

Applications should be lodged in writing and well ahead of the movement date. For groundbreakings, signings and delegation visits we ask for as much notice as your calendar allows; late requests can be submitted, but the assessment sits with the police and a short runway narrows the outcome.
