Where a delegation sits in law

The distinction that decides everything is whether the delegation travels as a guest of the state. Article 134 places state officials fourth and foreign leaders and officials who are state guests fifth. A commercial delegation, however senior, is not automatically in either category.

That does not make the movement impossible. It makes it an item-seven request, assessed on purpose.

What a well-prepared delegation movement contains

• A written purpose that matches how the visit is actually framed
• Confirmed venues and a route that does not change daily
• One coordinator, not five people making parallel requests
• Vehicle allocation matched to the delegation’s real size and luggage

The failure mode

The most common failure is parallel coordination: the host, the agency and the guest’s own office each arranging pieces of the same movement. By the time it reaches the authorities it reads as three different requests. One coordinator, one submission, one route.
