A foreign passport neither qualifies nor disqualifies you. Indonesian law grants priority on the road by category of movement, not by nationality, and only after permission is obtained from the police. A visiting investor, delegation or family is assessed under the same statutory framework as an Indonesian citizen: the request is made in writing, in advance, and approval remains discretionary.
Two beliefs circulate among foreign visitors, and both are wrong. The first is that a police escort in Bali is reserved for Indonesian officials and closed to foreigners. The second, more damaging, is that it is a premium product that can be bought outright if the budget is large enough.
Neither describes the law. Escorting is a police function performed by traffic-police personnel on assignment, available as a public service but granted on the assessment of the authority, in response to a proper request. Nationality is not the deciding variable. The statutory category of the movement is, and so is the judgement of the officers who receive the request.
Law No. 22 of 2009 on Road Traffic and Road Transport sets out, in Article 134, the order of vehicles that receive priority on the road: fire-service vehicles on duty; ambulances carrying the sick; vehicles rendering assistance at a traffic accident; vehicles of the leaders of Indonesian state institutions; vehicles of foreign leaders and officials and of international institutions who are guests of the state; funeral processions; and convoys or vehicles for particular interests according to the assessment of Indonesian National Police officers.
Notice what is absent. There is no nationality test anywhere in that list. There is a category test. Article 135 then supplies the condition governing everything else: priority is exercised after permission is obtained from the police, and sirens or rotator lamps are used in accordance with the type of priority and the police permit. In March 2024 the Head of Public Relations of the Bali Police, Kombes Jansen Avitus Panjaitan, addressed the question directly. Escorting, he said, is a public service available to citizens and visitors. Requests should be made in writing and in advance to the local police unit. Urgent requests may be made directly to officers where that is appropriate and no other duties intervene. And it is not to be arranged for money.
That last sentence defines our trade honestly. The escort is not a purchase. It is a police service granted on assessment. What a client engages us for is the civilian half of the movement, which is a different thing entirely.
When a request is assessed, the questions are practical. What is the purpose of the movement? Who is travelling, and in what capacity? What route, on what date, at what hour, and how many vehicles? Is there an Indonesian host — a ministry, a provincial body, an event organiser, a hospital — and can the request be evidenced?
Movements with a legible purpose and a clean paper trail sit best: a delegation attending a conference at BNDCC in Nusa Dua, an inspection in Tabanan or Gianyar, a signing with a provincial counterpart in Denpasar, a medical departure from a Sanur clinic to Ngurah Rai. Vague requests fail. Late requests fail. Requests that cannot say who is travelling, why, or on what route fail. So do those submitted the night before a peak-season Saturday, when traffic-police strength across Kuta, Legian, Seminyak and Canggu is already committed. None of that is a foreigner problem. It is a preparation problem — the part we control.
In writing, in advance, to the competent traffic-police authority for the area the movement crosses. In practice that means a formal application naming the principal and the party, the purpose, the date and timings, the full route, the vehicles and registration details, and a responsible contact on the ground. Supporting documents — invitation letters, conference credentials, host correspondence, hospital documentation — carry real weight.
Few foreign clients want to build that file themselves from another time zone, in a second language, weeks before arrival. Be clear about the boundary; it protects you. The escort itself is a police function. Whether it is granted is a decision of the authority, made on assessment and after permission — never automatic, never guaranteed. The scenario I know best: a delayed flight into I Gusti Ngurah Rai International Airport and a signing at 10:00 in Nusa Dua. Ngurah Rai to Nusa Dua is roughly twelve kilometres by the Mandara toll road — a short distance that behaves very differently by hour and by day.
What changes the outcome is not improvisation at the kerb. It is the application already lodged, the timings declared, the route surveyed, the vehicles staged, and a liaison standing where the principal will actually emerge. If approval is granted, the movement runs as planned. If it is not, you still have chauffeured vehicles, a driver who knows the bypass and Sunset Road at that hour, and a desk that has already told you what the contingency looks like.
