The Cost of Being Late: Why Executives Buy Time

Executives buy escort coordination because delay is never contained to the vehicle. A signing set for 10:00 does not begin at 10:20; it begins once the room has been reassembled, and sometimes it moves to another day. I have waited at the arrivals kerb at I Gusti Ngurah Rai International Airport with a signing at 10:00 and an inbound aircraft that had already lost its slot. The question then is never how fast a car can travel. It is which fixed commitments behind the meeting can be held, who has to be told, and in what order.

Three ways a Bali morning goes wrong

The signing that slips

A signing rarely slips gracefully. Signatories leave to make onward flights. A power of attorney turns out to be dated for that day alone. The room reconvenes in the afternoon with one party on video, and a document meant for clean execution is executed in counterparts. All of it costs somebody something, and the cost sits with the party who arrived late.

The notary window that closes

A missed notarial appointment is not rescheduled to later the same morning. It moves to the next date on which every required party can be in the same room again, which for a deed with offshore signatories means rebooked travel for people who have already travelled once. The closing date then becomes a negotiation rather than a fact.

The delegation that arrives out of order

Protocol is, largely, order. At BNDCC and across the ITDC complex at Nusa Dua, a greeting party is positioned for a principal who steps out of a specific vehicle at a specific moment. If a convoy fragments on the Ngurah Rai bypass and the second car arrives first, junior staff are greeted, the principal walks in unaccompanied, and somebody spends the rest of the day repairing an impression that took four seconds to create. It is the failure we are asked most often to prevent on investor and delegation movements.

What the four published rates cover

There are four rates. There are no others, and nothing further is quoted at the kerb on the day. They are set out in full, with inclusions and conditions, on our rates page.

Inclusions are the official police motorcycle escort where it is granted, a professional driver on the vehicle packages, fuel and parking fees, coordination and route management, assistance for smooth traffic navigation, and priority road access where permitted by the authorities. Advance reservation is required. Every movement remains subject to police authority approval and availability. Extended hours or special route requests may carry additional charges, and rates are subject to change without prior notice.

What the rate does not buy

This is the part worth reading twice. The escort itself is a police function, performed by specially assigned traffic police personnel under Perkap No. 10 of 2012 and granted on the assessment of Indonesian National Police officers under Law No. 22 of 2009 on Road Traffic and Road Transport. Article 134 sets the order of priority on the road; Article 135 makes plain that priority is exercised only after permission has been obtained from the police, with sirens and rotator lamps used according to the type of priority and the permit.

So no rate on this page purchases an approval. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, described escorting as a public service available to citizens and visitors, said requests should be made in writing and in advance to the local police unit, and stated that it is not to be arranged for money. Most of the value is created before the day

By the time a principal is in the car, the outcome is largely fixed. The work that determines whether a 10:00 appointment holds is done in the days before: the written application lodged with the competent traffic police unit, the route surveyed rather than assumed, the alternates decided in advance between the Mandara toll road, the Ngurah Rai bypass and Sunset Road, the arrival time set against the flight rather than against the meeting, and a named person standing where the party will actually emerge.

The arithmetic your assistant already knows how to do

We are not going to invent a figure for an hour of your board’s time, and you should distrust any provider who does. You already hold the numbers that matter: the day rate of the professionals in the room, the cost of moving flights for people who have flown once, the value of a transaction whose closing date is being renegotiated, and the standing of a counterpart who cleared a morning.

Set those against USD 620 for a full twelve-hour day with vehicle, driver and coordination, or USD 423 for a single arrival handled properly from the kerb to the door. The comparison is rarely close. What makes it uncomfortable is that the saving is invisible when it works. A morning that runs to time produces no story at all, which is precisely the outcome being bought.

When this is not the right purchase

Some movements do not need any of this. A mid-morning run from Sanur into central Denpasar with no fixed hour attached needs a competent chauffeur and an early departure, nothing more. Coordination earns its place when three things hold together: a genuinely fixed time, a party whose order matters, and a congested route between the airport, Kuta, Seminyak and Nusa Dua.
