No desk in Bali can promise you a police escort. Approval rests with the traffic police, is granted on their assessment after permission is sought, and can be set aside when an operational duty takes precedence. What can be promised is the civilian half of the movement: vehicles, chauffeurs, route survey, timing plan and on-ground liaison, all of which run whether or not outriders appear.
Two things get confused whenever someone asks us to guarantee outriders. The escort itself, meaning the officers, the machines and the authority to part traffic on the Ngurah Rai bypass, is a function of the Indonesian National Police. We are a coordination and protocol desk: we employ no officers, command none, prepare the application, and run the civilian side.
That division sits in law, not in our terms of business. Article 134 of Law No. 22 of 2009 lists the road users who may be given priority, and its seventh category, convoys and vehicles for particular interests, is expressly subject to the assessment of police officers. Article 135 sets the sequence: priority is exercised after permission has been obtained, and sirens or rotator lamps are used in accordance with the type of priority and the permit. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, described escorting as a public service available to citizens and visitors, with requests to be made in writing and in advance to the local police unit. Urgent requests may be made directly to officers where that is appropriate and no other duties intervene. He also stated that it is not to be arranged for money.
Read plainly, that tells you three things. The service exists and visitors may ask for it. It is applied for, not purchased. And the answer is an assessment, which means it can be no. Our commitment therefore concerns the application, not the outcome: a complete, correctly addressed request lodged early enough to be considered properly, and a straight report of whatever comes back.
Clients often arrive with a picture in mind, usually two machines forward and one astern. The composition of an escort is set by the unit that supplies it, on the day, against everything else in its diary.
What we can do is describe the movement accurately when we apply: the number of vehicles, the profile of the principal, the pinch points on the route, the fixed hour that cannot move. What we will not do is tell you the shape you are going to get. We will tell you the shape we asked for.
Article 134’s ordering is instructive. A fire appliance on duty, an ambulance carrying the sick, a vehicle assisting at an accident, the vehicles of state leaders and of foreign officials who are guests of the state: all sit above a convoy arranged for a particular interest.
The practical consequence is that officers assigned to your movement can be redirected, including after it has begun. It is uncommon. It is not theoretical. When it happens there is no appeal, no escalation and no premium tier that changes the answer, because the officers were never ours to retain. What there is, if we have done our job, is a car that keeps moving and a driver who already knows the alternate line.

Our rates are short and public: a one-way bike escort at USD 268, a full-day escort of twelve hours at USD 338, a bundled one-way Alphard with one-way escort at USD 423, and a full-day VIP car of twelve hours with a full-day escort at USD 620. They include the official police motorcycle escort, a professional driver on the vehicle packages, fuel and parking fees, coordination and route management, and priority road access where the authorities permit it.
What those figures buy is our part of the work: protocol handling, the application, the vehicles, the chauffeurs and the operational readiness that must exist before an escort is any use. They are not the price of a police officer, and no fee alters an assessment. The conditions follow. This is the part clients most want answered and the part least often written down. If the answer is no, or if it does not arrive in time, the movement still runs.
The route survey has already been done, so the driver knows which junctions bind at which hours and which line to take when Sunset Road or the bypass thickens. The alternates, including the Mandara toll road where it helps, are briefed before departure. The chauffeur, the vehicle and the kerbside meet at Ngurah Rai are unchanged: someone from the desk is standing at arrivals whether or not there are machines outside. What changes is the timing plan, rebuilt around traffic instead of around priority, which in practice means an earlier departure and a franker conversation about the 10:00 signing. One thing the fallback is not: a private security detail dressed up to resemble an escort. Escort under the licensed private-security framework is a separate lawful category, and we will never let it be described as a police escort.
An executive assistant booking a delegation does not need optimism. She needs to know which parts of the day she can build a diary on and which she cannot. A supplier who says yes to everything has given her nothing to plan with: she cannot tell which promises will hold when the day goes sideways.
State the limits and the remaining commitments become usable. The car is there. The driver knows the route and the alternate. The desk answers the phone during the movement. The application was lodged properly, early, in the right form and to the right office. Those are small claims, and they are the ones that survive contact with a delayed flight, a closed junction, or an ambulance with a better claim on the road than yours.
