The Written Application: How a Bali Escort Request Is Filed

A police escort in Bali begins with a written request submitted in advance to the traffic-police unit whose jurisdiction covers the movement. The letter states the principal and purpose, the date, the requested timing, the route by named road, the vehicles and plate numbers, and one named on-ground contact. Officers assess it and decide. Approval is discretionary, granted on assessment, never automatic.

Why a Bali movement starts with a letter

The letter is not an operator’s formality. It is the mechanism the law expects. Article 134 of Law No. 22 of 2009 on Road Traffic and Road Transport sets the order of priority on Indonesian roads, from fire-service vehicles on duty and ambulances carrying the sick through to vehicles of the leaders of Indonesian state institutions, vehicles of foreign leaders and officials who are guests of the state, funeral processions, and finally convoys or vehicles for particular interests according to the assessment of Indonesian National Police officers.

Article 135 makes the paperwork necessary: priority is exercised after permission is obtained from the police, and sirens or rotator lamps are used in accordance with the type of priority and the police permit. The public position matches. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, described escorting as a public service available to citizens and visitors, with requests to be made in writing in advance to the local police unit. Urgent requests may be made directly to officers where that is appropriate and no other duties intervene. He also stated plainly that it is not to be arranged for money.

What the application states

A good application reads like an operations order, not a marketing letter. The ones that move quickly answer every obvious question before it is asked.

The principal and the purpose

Name and position of the principal, the organisation behind the visit, and the category of movement: institutional or state-guest programme, investor delegation, medical transfer, conference attendance, ceremonial convoy. Category matters because it is what the assessing officer weighs against the priority classes in Article 134. A cabinet-level courtesy call and a private airport pickup are not the same request.

The route, the timing, the vehicles

Origin and destination as real addresses, not district names. The intended route by named road: the Ngurah Rai bypass, Sunset Road, the Mandara toll road, the ITDC access into Nusa Dua. Date, requested start time, expected release time. Vehicles with make, model and plate numbers, driver names, and total headcount. One named on-ground contact with a live mobile number that will be answered at 05:30 if it has to be.

Where the movement has a hard fixed point, say so in one line: a signing at 10:00, a plenary opening, a confirmed departure. Where it is tied to an arrival, give the flight number and scheduled time on stand — the detail that makes an airport escort transfer assessable at all. Three things are true at once, and any desk that hides them is not worth engaging. First, the escort itself is a police function; no private company performs it. Second, it is granted by the authority on assessment, after permission — never automatic and never guaranteed, whatever the date or the name on the letterhead. The assessment weighs the stated purpose against the priority categories, the availability of personnel on that date and shift, competing commitments across the island, and the traffic picture on that corridor at that hour. A movement that is clearly a convenience upgrade rather than a genuine protocol, medical or institutional need may be refused, and sometimes is.
