A VIP motorcade has no standing of its own. Its legality rests on whether the movement is classified as a priority vehicle under Article 134 of UU LLAJ and escorted under Article 135. Without that, it is ordinary traffic travelling together.
Article 135 provides that priority vehicles are escorted by Polri and/or use red or blue lights and sirens. It does not create a class of private vehicle that may behave as though it has priority.
A convoy of luxury cars, however impressive, is legally a group of cars. The escort is what changes its status — and the escort comes from the police, not the operator.
