What Are the Rules for a VIP Motorcade in Indonesia?

A VIP motorcade has no standing of its own. Its legality rests on whether the movement is classified as a priority vehicle under Article 134 of UU LLAJ and escorted under Article 135. Without that, it is ordinary traffic travelling together.

The rule most operators skip

Article 135 provides that priority vehicles are escorted by Polri and/or use red or blue lights and sirens. It does not create a class of private vehicle that may behave as though it has priority.

A convoy of luxury cars, however impressive, is legally a group of cars. The escort is what changes its status — and the escort comes from the police, not the operator.

How a compliant motorcade is actually built

• Classification first. Establish which Article 134 category, if any, the movement falls into.
• Request second. For item-seven movements, prepare a request with purpose, route, timing and a responsible contact.
• Formation third. Vehicle count, order, spacing, and a lead that can hold pace with the escort.
• Contingency fourth. What happens if the escort is not granted, or the schedule slips.

What goes wrong

Almost every failure we see traces back to one of three things: the request was made too late to be assessed; the route kept changing; or the client’s own vehicles could not hold formation. None of these are legal problems. They are planning problems, and they are avoidable.
