Who Can Legally Request a Police Escort in Indonesia?

Entitlement is set by law, not by budget. Article 134 of UU LLAJ grants automatic priority to six categories. Everyone else — private convoys, weddings, corporate delegations — falls under the seventh, which depends on the assessment of Polri.

Two different questions

People usually ask “can I hire a police escort?” The law answers a different question: “is this movement one the state gives way to?”

For fire engines, ambulances carrying the sick, accident-response vehicles, state officials, foreign state guests and funeral processions, the answer is already yes. For everyone else, the answer is decided case by case under item seven of Article 134: convoys and vehicles for certain purposes according to police consideration.

What actually improves the odds

In practice a request is assessed on how legible it is:

• a clearly stated purpose that matches a recognised category of importance
• a fixed route and timing that can be planned around traffic and other movements
• a named, contactable person responsible for the convoy
• vehicles and drivers that can hold formation safely
• enough notice for the request to be considered rather than squeezed in

Requests submitted late, with a vague purpose or a route that changes hourly, are difficult to approve regardless of who submits them.

What no one can promise

No private company can guarantee an escort, name an officer as a guarantee, or sell an approval in advance. Any company that does is describing something other than the lawful process.
