What the Published Police Escort Bali Rates Cover

The four published rates — USD 268, USD 338, USD 423 and USD 620 — buy the civilian half of a police escort movement: eligibility assessment, preparation and filing of the application, vehicles and chauffeurs held on standby, route survey, a written timing plan, on-ground liaison, fuel and parking. The escort itself remains a police function, granted on assessment after permission has been obtained.

The four published rates at a glance

There are four. There is no fifth figure held back for clients who look wealthy, and no seasonal ladder. What changes between them is duration and whether a chauffeured vehicle travels with the escort.

Before anything: the eligibility assessment

The first thing the rate pays for is a candid opinion, given before you commit to a schedule that depends on an escort.

Law No. 22 of 2009 sets out who has priority on the road. Article 134 lists fire services on duty, ambulances carrying the sick, vehicles assisting at a traffic accident, vehicles of the leaders of Indonesian state institutions, vehicles of foreign leaders and officials and of international institutions who are guests of the state, funeral processions, and — the limb most private movements fall under — convoys or vehicles for particular interests according to the assessment of Indonesian National Police officers.

That last phrase does the work. We look at who is travelling, the purpose of the movement, the dates and the destination, and we tell you where the request sits. Application preparation and filing

Escorting is carried out by specially assigned traffic-police personnel — Ditlantas at Polda level, Satlantas at the Polres covering the area, or highway patrol units — under Perkap No. 10 of 2012. Requests are made in writing, in advance, to the competent unit.

Preparing that submission is the least visible line item and often the most consequential. It means assembling passenger details, vehicle registrations and plate numbers, the proposed route, the requested timing window and a clear statement of purpose, then presenting it in the form the receiving unit expects, to the right desk, early enough to be considered properly. Vehicles, chauffeurs, fuel and parking

The two bundled rates add the vehicle side. That is a chauffeured car with a professional driver briefed on the movement, plus fuel and parking fees inside the published figure — no per-kilometre reconciliation afterwards, no toll receipts appended to an invoice.

What people underestimate is standby. A driver who arrives at the same moment as the principal has not been prepared; he has been dispatched. On a full-day package the vehicle is committed for the whole window, whether it moves for eleven hours or for two. You are buying availability, not mileage.

Route survey and the timing plan

Ngurah Rai to Nusa Dua is roughly twelve kilometres. The distance has never been the problem. The problem is the arrivals kerb, the merge onto the bypass, the junctions along Sunset Road at the wrong hour, and what a single closed lane does to a convoy that must arrive together.

The survey is a physical drive of the route, ideally at the hour the movement will happen. It produces a written timing plan: departure, holding points, an alternative that avoids the section most likely to bind, and the latest moment at which the plan can be changed without breaking the appointment at the other end. On-ground coordination on the day

This is the part that cannot be written into a document beforehand, and the part that earns the fee.

A flight lands late. The signing is at ten. Someone has to be standing at the kerb with the driver already positioned, in contact with the assigned officers, aware of what the hotel’s own security expects at the gate, and able to say plainly whether the ten o’clock still holds or whether the other side should be telephoned now. One liaison, one number, one person who owns the movement from the moment the aircraft door opens until the principal is inside the building. Everything upstream — the application, the survey, the standby — exists to make that hour uneventful.

Why a published rate beats a quote that arrives after your itinerary

The alternative model is familiar. You send the dates, the names, the hotel and the meeting schedule, and a figure comes back shaped by what the itinerary suggests you can pay. Two enquiries for identical movements produce two different numbers.

Publishing four rates removes that. An executive assistant can budget a movement before disclosing a principal’s identity, put a defensible figure in front of a finance department, and compare like with like. It also disciplines us: if a movement genuinely falls outside the four packages, we have to say so and explain why, rather than quietly absorbing the difference into an opaque quote. What the number does not buy

Three things should be plain before any money is discussed.

The escort is a police function; we are a coordination and protocol desk within Juara Holding Group, we employ no officers and we command none. Approval is granted by the authority on its own assessment, after permission is obtained under Article 135 — never automatic and never guaranteed by us. And the published figure covers coordination, protocol handling, vehicles, chauffeurs and operational readiness, which is the part we perform. It is not the price of a police officer. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, described escorting as a public service available to citizens and visitors, requested in writing in advance to the local police unit, and stated it is not to be arranged for money.
