Most large conferences in Bali sit in the same geography: the BNDCC and the surrounding ITDC hotel estate at Nusa Dua, roughly 12 km from I Gusti Ngurah Rai International Airport by way of the Mandara toll road. On paper that is a short movement. In practice the difficulty is simultaneity, not distance.
Delegate hotels sit close to the convention centre, so a great many vehicles want the same short approach at the same session boundary. Add a plenary that finishes late, a reception in Jimbaran and an executive due at Sunset Road before an afternoon meeting, and the constraint becomes sequencing rather than driving. Keynote speakers, board members and government guests usually arrive in a compressed window before the opening session. On programme days movements are short, repeated and unpredictable in timing. A speaker may be called forward, held back, pulled into a bilateral, or asked for a media interview between panels. The vehicle is not really being asked to travel; it is being asked to be available, correctly placed, and able to move without renegotiation each time the agenda shifts.
Organisers often price a conference as a list of legs: hotel to venue, venue to dinner, dinner to hotel. That works when a programme runs to the minute, and conferences rarely do. The arithmetic favours the full day once a principal has three or more movements in a day, and favours it decisively when the third cannot be scheduled in advance.
Large delegations rarely move as one body. A chairman goes to the plenary, two directors to a site inspection in Tabanan or Gianyar, a technical team stays at the venue until the afternoon. Each is a distinct movement, and only some warrant an escort request at all.
We ask organisers to rank movements before we submit anything: which are protocol-critical, which are merely time-sensitive, and which are ordinary chauffeured transfers. That ranking shapes the application: a request treating every car in a delegation as a priority convoy is weaker than one identifying the movement that genuinely needs it. Priority on the road is defined by Law No. 22 of 2009 on Road Traffic and Road Transport. Article 134 lists, in order, the users entitled to priority, ending at letter (g): convoys and vehicles for particular interests according to the assessment of Indonesian National Police officers. Article 135 states that priority is exercised after permission is obtained from the police, with sirens or rotator lamps used according to the type of priority and the permit granted. Three things follow, better heard now than on the day. The escort itself is a police function, performed by officers, not by us. It is granted by the authority on assessment after permission is obtained, so it is never automatic and never guaranteed. And approval is scarcest precisely when conferences cluster — major summits, national events, high-season peaks — when the same units are already committed. In March 2024 the Head of Public Relations of Bali Police, Kombes Jansen Avitus Panjaitan, described escorting as a public service available to citizens and visitors, to be requested in writing in advance to the local police unit, and not something arranged for money.
